They Engaged It. They Did Not Invent It.

The common objection to the deity of Christ is that it was a later development - a Jewish teacher gradually promoted by Greek-influenced followers until he became God.
The two-powers material answers that from the other direction. The second-power concept was "a live theological option in precisely the period when the NT was being written, and the NT writers were engaging it, not inventing it."
Everything they needed was already there. A figure who bears the Name. An angel who can refuse to pardon. A Word who creates and walks in the garden. A cloud rider who receives an everlasting kingdom. A second God in Philo's own phrase.
The apostles did not construct that framework. They identified who fills it - and they said it in language their readers had heard since childhood.
Which is also why it became heresy afterwards. The category was closed once someone was seen standing in it.
