the storm still hears his voice

Read Mark 4 next to Mark 1 and something lines up. Jesus silences a demon with one word, and four chapters later he uses almost the same word on the weather. Mark is not being careless. He personifies the sea and treats it as the demonic.
That is how the Old Testament treats it too. The sea is chaos, the thing that opposes order, and stilling it is something Yahweh does - "who stills the roaring of the seas." So the disciples' question at the end, who then is this, has exactly one right answer. Not a man with unusual powers. The one who does what only God does.
