The image of blood "not poured out on the ground to cover it with dust" is critical. In ancient Israelite culture, shedding blood would often be covered with dust as an act of ritual purification or to hide the evidence of wrongdoing. Here, the blood remains exposed "on the bare rock," symbolizing the brazen and unrepentant nature of Jerusalem's sins.
