You have not gone up into the breaches, or built a wall for the house of Israel.
It is a builder's image with a pastoral meaning. The sources call it an idiomatic way of saying these men had no real concern for the people among whom they lived. The verse before pictures them as jackals among ruins - burrowing, hiding, securing themselves.
The failure named is a refusal to speak. They were not taking risks for the people. They were not telling them what they needed to hear.
