Pronouncing Royal Doom

Remove the turban and take off the crown. The one addressed is Zedekiah, and even the form of address is a demotion - he is called a prince, nasi, not a king, melek.
Heiser reads the gesture plainly: taking off the crown means you are out of a job. I am dethroning you.
Then comes a ruin, ruin, ruin I will make it. That triple repetition is not liturgical. It is a Hebrew way of forming a superlative - the same construction Heiser points to when cautioning against reading the Trinity out of the holy, holy, holy of Isaiah 6.
