Verse 7 is usually lifted out on its own, which loses the sentence it belongs to. It hangs off verse 6: humble yourselves under the mighty hand of God - casting all your anxieties on him. The casting is not a separate instruction. It is how the humbling gets done.

That reframes it. Handing the weight over is not weakness; it is the specific act of admitting the weight was never yours to carry. And notice what comes immediately after: be watchful. Peter puts anxiety between submission and alertness, in a letter written to people under real pressure. He is not telling them nothing is wrong. He is telling them where to put it.
