Ezekiel tells a riddle about two eagles and a vine. The first eagle is Nebuchadnezzar; the vine is Zedekiah, the puppet ruler; the second eagle is Egypt - great, but not as impressive.
The vine turns toward the second eagle for water. And the question of verse 9 is whether it will thrive. It will not.
The sources treat Ezekiel 15 and 17 together as the Old Testament background to the vine and branches in John 15. A vine that turns to another power withers.
