Mercy arrived before morning

Read the four verses before this one and the famous lines change character completely. "My soul is bereft of peace; I have forgotten what happiness is." And then, flatly: "My endurance has perished; so has my hope from the LORD."
That is the man who says mercies are new every morning. Verse 21 is the hinge, and it is not a feeling: "But this I call to mind, and therefore I have hope." He deliberately recalls something true while still in the ashes. The hope does not arrive first and produce the memory. He drags up the memory, and the hope follows it.
