God Plants the Promise

The chapter has been about kings breaking treaties. Then at verse 22 it changes register entirely.
I myself will take a sprig from the lofty top of the cedar and will plant it on a high and lofty mountain. The oracle pivots from history to eschatology, and it reaches for one of the oldest cosmological symbols in the ancient Near East: the cosmic tree.
The branch vocabulary here belongs to a family that runs through Isaiah 11 and Zechariah, and it is not simply dynastic shorthand. The sprig is taken by God himself and planted on the mountain where he lives. As Heiser puts it, this is something from the cosmic Garden of Eden.
