The Council Deliberates

Micaiah is asked for a prophecy and instead describes a scene. "I saw the LORD sitting on his throne, and all the host of heaven standing beside him on his right hand and on his left."
Then something happens that many readers slide past. The LORD asks a question - who will entice Ahab to go up and fall at Ramoth-gilead? - and the host answer. One said one thing, another said another. A spirit steps forward with a proposal. God approves it and sends him.
Described plainly: "the heavenly host, called spirits, surround Yahweh and determine alongside him how wicked Ahab, who Yahweh sentenced to die, should meet his end."
The sentence was already passed. The method was worked out in the room. That is a council doing council business, reported by a prophet who was there to see it.
