Elyon and the Nations

Biblical titles for God are not interchangeable decoration. They get deployed where they do work.
Deuteronomy 32:8 is the clearest case. "When the Most High gave the nations their inheritance, when he divided mankind, he fixed the borders of the peoples according to the number of the sons of God."
The title there is Elyon - Most High. And it lands precisely at the moment when other divine beings are receiving the nations. If the title means anything, it means highest over someone. Here the someone is named in the same sentence.
The label follows the framework everywhere else too. Psalm 82 calls the council members "sons of the Most High" as it sentences them. And in Acts, of all mouths, a spirit in Philippi identifies Paul and Silas as servants of the Most High God - the old title, in Gentile territory, still doing the same job.
