Each One Answers

The soul who sins shall die. Ezekiel says it against a proverb going round the exiles - that the fathers ate sour grapes and the children's teeth are set on edge.
Heiser notices a change in the wording. Deuteronomy 24:16 says a person shall be put to death, by a human court. Ezekiel does not say that. The person will die by some indefinite cause - by providence. The matter has moved from the courtroom to God's own hands.
He suggests, tentatively, that this reflects a transition away from theocracy during the exile. There is no court left to administer it.

Nobody inherits guilt in this chapter. Nobody escapes their own, either.
