Carry fear into the throne room

The command not to be anxious does not stand on its own. Four words come immediately before it, at the end of verse 5: "The Lord is at hand." That is the ground the instruction is built on, and without it the verse is just advice.
Then look at what Paul actually tells you to do with the anxiety. Not suppress it. Not resolve it. Take it somewhere - by prayer and supplication, let your requests be made known to God. And the promised result is not that you will understand the situation. It is a peace that surpasses understanding, described as a garrison: it will guard your hearts and minds.

The fear does not have to be tidy before you bring it in. It has to be brought in.
