Revelation's Divine Council and Final Judgment

Revelation 4 and 5 are a divine council scene. Not a worship service with unusual staging - a throne room, which in the Bible is also a courtroom, where decisions are made.
Daniel 7 is the same kind of scene, and Revelation tracks it closely. Thrones are placed. An assembly gathers - thousands serving him, ten thousand times ten thousand standing before him - and those constitute the heavenly assembly. The books are opened and the fate of the beasts is settled.
Reading Revelation 4-5 as a council rather than a concert changes what the scroll is. It is not a mystery prop. It is a legal document handed over in front of witnesses.
