Eden was God's home on earth. It was his residence - and where the King lives, his council meets.
That reframes the garden. Reading it first as humanity's home deflects attention from its primary status: this is the house-temple of God, described as both a well-watered garden and a holy mountain.
It also explains the shape of the story's ending. Creation is completed when God has taken up residence on earth in his temple, and the last chapters of Revelation bring everything back to a global Eden. The garden was never meant to stay a garden.

Behold, the dwelling place of God is with man. He will dwell with them, and they will be his people.
