John the Baptist as a Divine Council Messenger

John the Baptist identifies himself with the words, "I am the voice of one crying out in the wilderness, ‘Make straight the way of the Lord,’ as the prophet Isaiah said" (John 1:23). This declaration from John means he understood his role as preparing for the arrival of the Lord. His ministry was to call people to repentance and make them ready to receive Jesus Christ, the promised Messiah.
John’s quotation in John 1:23 comes from Isaiah 40:3, where a voice announces preparation for the Lord. The preceding verses in Isaiah 40:1-2 show God speaking to a plural "us," instructing them to comfort Israel and speak tenderly to Jerusalem. John the Baptist, by embodying the "voice" of Isaiah 40:3, presents himself as responding to the divine command given in that heavenly assembly. He steps into the role of a messenger dispatched from God’s own council, bringing forth a message that originates in the very presence of God.
