Psalm 82 opens with God standing in the divine assembly, administering judgment in the midst of the gods. It is a council meeting where God presides.
This is not poetry about angels singing. It is a courtroom, and the defendants are divine beings who were given the nations and have ruled them corruptly.
One correction worth making. The scene is not set before creation. The council here is judging powers who already hold nations - which places it after Babel, not before Genesis 1. God has never been alone, but this passage is not where you prove it.
