Second Temple Judaism did not picture the dead as undifferentiated. 1 Enoch describes four repositories that separate the dead according to their ethical quality and their lot in life.
The righteous have a distinct chamber, and a detail worth keeping: in it there is a bright spring of water. The wicked are set apart in great pain.
And crucially, it is temporary. These places have been made to receive them till the day of their judgement. This is a waiting room, not a verdict.

Reversing Hermon sets this alongside Hebrews 12:23 and the spirits of the righteous made perfect. The New Testament did not invent the idea of an interim state. It inherited one, and corrected it.

- 1 Enoch 22.9–14
And from thence I went to another place, and he showed me in the west a great and high mountain of hard rock, and there were in it four hollow places, deep and wide and very smooth. How smooth are the hollow places, and deep and dark to view! Then Raphael answered, one of the holy angels who was with me, and said to me: 'These hollow places have been created for the spirits of the souls of the dead, that they might assemble therein, viz. all the souls of the children of men. And these places have been made to receive them till the day of their judgment and till the appointed period till the great judgment upon them.'
