Foreknowledge Is Not Causation

"this Jesus, delivered up according to the definite plan and foreknowledge of God, you crucified and killed by the hands of lawless men" (Acts 2:23, ESV). In a single sentence Peter holds together two things that sound, on the surface, impossible to hold together at once — God's foreknowledge of the crucifixion, and the full moral guilt of the men who actually carried it out.
The two are not the same thing, even though they are often confused. Knowing in advance what will freely happen is not the same as making it happen — a real, load-bearing distinction, even if it does not dissolve every dimension of the mystery involved. It mirrors something ordinary in miniature: knowing a close friend well enough to predict a choice they are about to make does not mean the choice was caused by the one who predicted it. Scripture consistently keeps foreknowledge and moral responsibility in the same frame without collapsing one into the other — God foreknows, and the human agents who acted remain genuinely, fully responsible for what they freely chose to do. The harder philosophical question — whether exhaustive, certain foreknowledge of every free choice is fully compatible with those choices remaining genuinely open in the moment they are made — remains a real, ongoing question among careful readers of Scripture, not one the text itself settles with a single formula.
What the text does settle is stated without hedging: "For in truth both Herod and Pontius Pilate, together with the Gentiles and the peoples of Israel, assembled together in this city against your holy servant Jesus whom you anointed, to do all that your hand and plan had predestined to take place" (Acts 4:27-28, LEB). Guilt and plan, freedom and foreknowledge, sit together in the very same sentence — not explained away, but held, at the one place in history where their tension mattered most.
