Acts Theology 9: The Twelve Restored

The restored twelve announce restored Israel.
The replacement of Judas is not administrative housekeeping. Jesus himself had promised the twelve they would "sit on twelve thrones, judging the twelve tribes of Israel" (Matthew 19:28). Restoring their number was therefore essential, a sign that God was reconstituting his covenant people for the last-days mission. Drawing from Scripture, the apostles show that betrayal does not cancel God's purpose.
This matters because Acts begins mission with restored witness. God's kingdom purpose moves forward through Scripture-shaped restoration, not through pretending betrayal did not happen.
